City Issues Tender For Seawall Refurbishments

The City of Saint John has issued a tender for seawall refurbishments at the former Coast Guard site on the waterfront.

Work will involve repairing the aging seawall and raising it by around 1.5 metres to protect from rising sea levels and storm surges.

The work is estimated to cost around $8.1 million. The federal government has already committed $3.2 million toward the refurbishments.

Lisa Caissie, a spokesperson for the city, said they remain optimistic that provincial funding will be announced “soon.”

“The refurbishment of the seawall and the development of the Fundy Quay site is a catalytic project that the City looks forward to seeing move forward,” Caissie said in an email.

The deadline to submit bids is Feb. 23. Some of the work would be completed by the end of September, with the final completion by Sept. 30, 2022.

The seawall refurbishment is part of the work needed to make the Fundy Quay site development ready.

The city has signed an agreement with Fundy Quay Developments, a subsidiary of Elias Management Group, for the site. Local developer David Elias plans to build a $250-million multi-use development featuring commercial and residential spaces.

Last week, the city issued a request for proposals for engineering services related to soil remediation and site re-grading. It also issued an RFP for architectural services for the redesign of Loyalist Plaza and the extension of Harbour Passage around Fundy Quay.

But both proposal requests hinge on the city obtaining provincial and federal funding before the end of March.
