The five member panel studying the future of the National Energy Board is recommending it be broken up and replaced by a Canadian Energy Transmission Commission that would be governed by a board of directors based in Ottawa. Major projects would undergo a one year review by the federal cabinet to ensure they are in the national interest.
The panel has also told federal Natural Resources Minister Jim Carr that there’s a need for a clearly defined, comprehensive national energy policy which considers economic and social goals with environmental commitments.
The federal government is also being urged to do more to meet with Indigenous peoples on their own terms and in their own places. The panel argues Indigenous peoples should have a nation-to-nation role in determining a national energy strategy because they might have differing views.
