Mayor Mel Norton has made clear everyone who spends city money will have to watch every penny.
The Mayor says that applies to all boards, commissions and agencies that operate at arms length from Common Council as well as the departments at City Hall.
They will have to report to Common Council more often on their budgets.
Various Common Councils over the years have complained they don’t really have control over a large percentage of their own budget.
