New Safety Measures to Support Uptown Businesses

Over the past several months, Chamber members have shared growing concerns about disorder in Uptown Saint John and its impact on staff, customers, and daily business operations. In response, the Chamber formally raised these issues with both the City and the Province, calling for targeted, collaborative action to support the business community.

This week, the City of Saint John announced two new initiatives that align closely with several recommendations we advanced. While no single measure will resolve these complex challenges overnight, these initiatives represent meaningful progress. They are designed to provide practical, near-term support for businesses while laying the foundation for more coordinated, long-term solutions.

We applaud the City for taking these steps and remain committed to continued collaboration between municipal and provincial partners. Challenges like these are being experienced in communities across Canada, and we believe it is essential to learn from best practices in other municipalities while advancing solutions tailored to Saint John.

Below is an overview of what was announced and how these initiatives may benefit your business.


1. Community Safety & Security (CSS) Team

Launching February 2026 | 24/7 Uptown Presence

The new CSS Team will provide a continuous, non-police safety presence across Uptown, Waterloo Village, and areas surrounding local shelters.

Benefits for businesses include:

  • Increased confidence for employees and customers through a visible safety presence
  • On-the-ground support for non-emergency issues that often disrupt operations
  • Reduced pressure on staff by redirecting low-level concerns to trained professionals
  • Coordination with police, EMS, outreach, and City services when needed
  • A prevention-focused approach aimed at reducing issues before they escalate

This is an important step toward creating a more predictable, welcoming environment for businesses and visitors.


2. Community Resilience Fund

Applications Now Open

The City has also introduced a Community Resilience Fund to help businesses manage the financial impacts of crime, vandalism, and safety-related disruptions.

Program highlights include:

  • Up to $7,500 per business, per year
  • Up to $25,000 for collective projects through the Uptown BIA or groups of four or more businesses
  • Eligible expenses include security upgrades, prevention tools, property repairs, and collaborative safety initiatives
  • Cost-sharing support:
  • Small businesses: 50% of eligible costs
  • Non-profits: Up to 75% covered
  • Priority areas include Uptown Saint John, Waterloo Village, Rothesay Avenue, and Thorne Avenue

Round 1 applications close March 31, 2026, with expenses eligible retroactive to September 1, 2025.
