Canada is ill prepared to stop terrorist attacks.
That conclusion is in a report by the Ontario Provincial Police on the October 22nd shooting rampage at Parliament Hill which added security is inadequate with a lack of planning, training and resources.
The RCMP missed a chance to stop the gunman, Micheal Zehaf-Bibeau before he was able to enter Parliament because a radio warning about him came out garbled which no one could understand.
