A scathing report on workplace harassment within the RCMP which has a culture of dysfunction. The report was written by the chair of the Civilian Review and Complaints Commission for the RCMP, Ian McPhail.
Abuse of authority is said to remain a significant problem within the RCMP which has failed to come to grips with the problem of harassment.
According to the report, the RCMP lacks both the will and the capacity to make the changes necessary to address the problems that afflict its workplaces.The report has concluded there’s a distinct lack of commitment by generations of senior RCMP leaders to undertake the kind of broad scale, systemic change that’s required.
As for how complaints are handled, there’s inappropriate emphasis on the responsibility of the person making the complaint to confront his or her harasser.
The federal government is being called on to establish civilian governance and oversight.
