It’s what is being done now in various provinces when it comes to carbon pricing.
The ones that haven’t decided yet must choose by December or Ottawa will decide for them.
Bruce Cameron of Envigour Policy Consulting points out all you have to do is put the tax in place, you don’t actually have to reduce your carbon footprint.
He says there is no regulatory requirement to have a specific performance outcome through a carbon tax adding it’s assumed the market will take care of that.
Cameron says with the cap and trade system you actually have to achieve a reduction in your greenhouse gas emissions.
